Colorado laws on cell-cultivated and plant-based meat

These Colorado laws are on our Meat Laws page, which lists only laws we could check against an official state source or court record. Laws change and some are in court, so check the source for the latest.

Labeling law

Food processing plants must label cell-cultivated meat as "cell-cultivated meat" and can't misbrand it as a meat product.

Status (Oct. 2026): In effect (since Aug. 6, 2025)

Source: HB25-1203

Does Colorado run its own meat inspection program?

No state program. Colorado isn't on USDA FSIS's list of states that run their own meat and poultry inspection program, so meat and poultry plants in Colorado that need inspection are inspected by FSIS, the federal agency. (USDA FSIS list of state inspection programs)

Either way, plants under federal inspection can sell anywhere in the U.S., and custom-exempt meat processed for an owner's own household is marked "Not for Sale." On a package, a USDA mark of inspection with an establishment number means federal inspection, and a state mark means state inspection. See what to look for on a package.
