Ohio laws on cell-cultivated and plant-based meat

These Ohio laws are on our Meat Laws page, which lists only laws we could check against an official state source or court record. Laws change and some are in court, so check the source for the latest.

Labeling law

Manufactured-protein products (cultivated, plant- or insect-based) that use a meat term need a conspicuous qualifying term close by. There are similar rules for egg substitutes.

Status (Oct. 2026): In effect (since March 20, 2026)

Does Ohio run its own meat inspection program?

Yes. Ohio runs its own State Meat and Poultry Inspection (MPI) program, one of 31 states that do. State programs must be "at least equal to" federal inspection, and state-inspected products can be sold within Ohio. The state program covers both meat and poultry. (USDA FSIS list of state inspection programs)

Ohio also takes part in the Cooperative Interstate Shipment (CIS) program, one of 11 states that do. Participating state-inspected plants can ship products across state lines under the USDA mark of inspection. (FSIS CIS program)

Either way, plants under federal inspection can sell anywhere in the U.S., and custom-exempt meat processed for an owner's own household is marked "Not for Sale." On a package, a USDA mark of inspection with an establishment number means federal inspection, and a state mark means state inspection. See what to look for on a package.
